Add a charge
One row per destination. Leave the country on “Worldwide” to price every destination that has no row of its own.
A student applying for a destination sees the student charge for that country and can pay it from the portal. An agent sees the agent charges for the countries they work. A row with no country is the worldwide fallback and applies to every destination that has no row of its own.
